Meet the co-founders
Fluvio was founded by co-founders, Dr Gary Bilotta and Dr Matt Turley, who share a passion for restoring and enhancing freshwater ecosystems.
The company was established to provide high-quality, cost-effective design and consultancy services, specialising in nature-based solutions for river restoration, fish passage mitigation, and wetland creation. By combining scientific expertise with practical experience, Fluvio delivers innovative, sustainable solutions that benefit both people and the environment.
Since its establishment, Fluvio has achieved UKAS-accredited certification to ISO 9001 (Quality Management), ISO 14001 (Environmental Management), and ISO 45001 (Occupational Health and Safety Management), demonstrating our commitment to quality, environmental responsibility, and safe working practices.

Dr Gary Bilotta
Gary is a Chartered Water and Environmental Manager (Chartered Institution of Water and Environmental Management) and Chartered Environmentalist (Institute of Fisheries Management) with a PhD in Environmental Science from the University of Exeter and a first-class degree in Physical Geography from the University of Sheffield, where he was awarded the Marjorie Sweeting Prize from the British Society for Geomorphology for the most oustanding undergraduate geomorphological dissertation at a UK university. He holds a PRINCE2Ⓡ qualification in Project Management and has more than 20 years’ experience in the environmental sector, gained through his roles at AECOM, Fishtek Consulting, the Environment Agency, Defra, and the University of Brighton. His skills and expertise are focussed on freshwater ecology, hydrology, and geomorphology. He has published an array of peer-reviewed scientific articles on these topics and has developed numerous tools that are used by regulators and policy-makers. He has also designed numerous river restoration and fish passage schemes across the UK, including schemes within designated sites and sites with high heritage value.
Dr Matt Turley
Matt is a Chartered Water and Environmental Manager (Chartered Institution of Water and Environmental Management), specialising in river/wetland restoration and natural flood management. For the past 10 years he’s been delivering river restoration and habitat creation projects for a range of clients, including the Environment Agency, Rivers Trusts, Wildlife Trusts, water companies and private landowners.
Matt has a first-class degree (BSc hons) in Environmental Science from the University of Plymouth and a PhD from the University of Brighton. He has expertise in hydrology, geomorphology and freshwater ecology, allowing him to provide a holistic approach to habitat restoration projects with a focus on nature-based solutions. He also has significant experience of delivering restoration work on the ground, providing him with the ability to identify additional opportunities as well as constraints, ensuring the successful and timely delivery of restoration projects.
